The Voluntary Agreement defined three efficiency classes (EFF1, EFF2 and EFF3) for low-voltage three-phase motors. It was launched in 1998 and quite successful. For this reason it was renewed in 2006 for another 3 years. The efficiency classification system has been introduced and well-proven in many countries all over the world. They unfortunately differ from each other in terms of scope, wording and values. That was the reason for the International Electro technical Commission IEC to develop and publish an energy efficiency standard which replaces all the different national issues. In parallel IEC developed and issued a new standard for the determination of motor efficiencies. The new standard IEC 60034-30 defines and harmonizes worldwide the efficiency classes IE1, IE2 and IE3 for low-voltage three-phase motors.
In the meantime the Voluntary Agreement had expired. However, the efficiency trademarks (EFF1, EFF2 and EFF3) remain a registered trademark. Use of the trademark is based on a contractual licensing agreement between the participants in the Voluntary Agreement (mototr manufacturers) and the lincense holder (CEMEP/Gimelec: French motors and drive association). This licensing agreement expired on 10th of February 2010, but can be extended to 15th June 2011 upon request.
